  6. central square of Appenzell. "You are accountable only to your
  7. conscience and to God," said Beat Graf, the administrator of
  8. Appenzell Inner-Rhoden, a half-canton in northeastern
  9. Switzerland. A forest of arms shot skyward and, by two-thirds,
  10. the men summarily rejected a proposal to grant women the right
  11. to vote in local elections.

  13.     The show of hands marked the third time since 1973 that the
  14. conservative Catholic electorate has turned down women's
  15. suffrage. "The only result of women's suffrage elsewhere," one
  16. member of the assembly told his colleagues, "is that children
  17. hang around on street corners or spend their time
  18. demonstrating."
